The annual sessions of the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference, which are known as two sessions and considered the biggest annual political event in China, are underway in Beijing this month.
Sichuan University(SCU) has five NPC deputies and five CPPCC members to participate in the national "two sessions" this year. During the two sessions, deputies carry out their duties and fulfill their responsibility to make suggestions regarding the great rejuvenation of the Chinese nation.

Xu Weilin, SCU’s executive vice president and a deputy to the 13thNational People’s Congress, suggested: (We should) pay attention to the work of "establishing" in the reform of scientific and technological evaluation; narrow the gap between the western region and the eastern region in terms of national science and technology platform.
Xu Weilin said in his speech that in promoting scientific and technological innovation, we should actively explore the establishment of a scientific and technological evaluation system that conforms to the law of scientific and technological development and China's own features. At the end of the 14th five-year plan, the gap between the western region and the eastern region should be narrowed rather than further expanded with regard to the construction of national science and technology innovation platform. Last year, China listed interdisciplinarity as a new discipline, which will play an important role in promoting interdisciplinary research. However, interdisciplinarity needs to break through the shackles of inertial research, and there is a lot of work to be done. all aspects should work together and promote this systematically.
On Education
Xu Jiuping, a deputy to NPC and the dean of Business School, suggested: Attention should be paid to the lack of financial literacy of college students.
On March 7, Xu said in an interview with the Chinese Education Daily that he will put forward suggestions such as "raising awareness of the lack of financial literacy of college students" in the two sessions this year. He said that financial literacy is the basic competency for students to adapt to the future economic life and an indicator to evaluate the high-quality development of education. In order to carry out financial literacy education, primary schools, middle schools and universities should continue with the education; and family, school and society should promote in a concerted way. We should build a consistent financial literacy education system throughout primary school, middle school and university. Through systematic financial literacy education, students can develop correct financial literacy and strengthen financial responsibility and theoretical cognition, enhancing their financial competency and practical ability.
On the rule of law
Li Zan, a deputy to NPC and professor of the School of Law, suggested: (We should) formulate unified norms of social correction for minors.
On March 6, Prof. Li Zan told Procuratorate Daily that he would make suggestions concerning "making uniform norms for minors' societal correction" in the "two sessions" this year. He noted that there are some practical problems in the work of community correction for minors, such as the lack of unified working rules and coordination agencies, and the shortage of administrative supporting personnel for community correction and family education. He suggested that (China) formulate a unified work standard for the prevention of juvenile delinquency as soon as possible. In particular, for the correction of minors involved in crimes whereby there is no arrest, no prosecution, but probation and parole, and execution outside prison, unified procedures and identification standards should be issued to further clarify the correction contents of specialized schools, ordinary schools, family education, community follow-up, and so forth. At the same time, we should establish a special tracking mechanism, set up special personnel and special funds to track and understand each juvenile delinquents. If we find bad behaviors or violations of the relevant provisions of the community correction law, we should inform the relevant departments as soon as possible to deal with it, so as to prevent crime.
On medical services
Li Wei-min, a deputy to NPC and the president of West China Hospital, suggested: To build a future medical city in Chengdu and strengthen the prevention and treatment of chronic respiratory diseases.
In an interview with China News Service on March 4, President Li Wei-min said that he would put forward suggestions such as "building a future medical city in Chengdu, creating a frontier medical highland" and "strengthening the prevention and treatment of respiratory diseases at the grassroots level". He suggested that the future medical city should be a first-class international center for diagnosis and treatment of difficult and complex diseases for patients around the world.
On economy
Gan Huatian, a deputy to NPC and professor of West China School of Medicine (West China Hospital), suggested: (We should) deepen tax reform and give full play to the redistribution function of taxation.
In an interview with Finance and Investment on March 4, Prof. Gan Huatian indicated that the topic he submitted to this year's national "two sessions" is "Suggestions on further promoting the reform of China's tax system." 2021 is the first year for China to implement the 14th five-year plan. We need to stay on the right track for tax reform. First, we should optimize the design of tax preference and stimulate industrial development. Second, we should break the pattern of interest solidification and give full play to the redistribution function of taxation. Third, we should improve the local tax system and mobilize the enthusiasm of local governments.
On reform
Shi Bi, a member on the Standing Committee of CPPCC, academician of the Chinese Academy of Engineering and professor of the College of Biomass Science and Engineering, suggested:(We should) pay more attention to the reform of the mechanism of science and technology system.
In an interview with Sichuan TV News, Shi Bi stated that there is a gap between China and the world in terms of advanced science and technology. We should pay attention to the reform of the mechanism of science and technology system, including the evaluation system of science and technology, how to carry out science and technology, and how to follow the laws of science and technology.
On ecology
Wang Zhengrong, a member on the Standing Committee of CPPCC, chairman of the Sichuan provincial Party committee of the Rural Labor and Democracy Party, and professor of the West China College of Basic Medical Sciences and Forensic Medicine, suggested: (We should) fundamentally reduce mobile sources of pollution emissions.
On March 5, Prof. Wang Zhengrong said in an interview with the CPPCC website that the Fifth Plenary Session of the 19th CPC Central Committee pointed out that we should strengthen the emission reduction of fine particulate matter (PM2.5) and ozone (o ₃), and continuously improve atmospheric environmental quality. Also, We should constantly upgrade the quality of gasoline, strengthen the supervision of the production, sales, storage and use of gasoline and vehicle urea, and carry out special operations to eliminate unlicensed gas stations and mobile refueling tanks. Furthermore, we need to speed up the adjustment of transportation structure, accelerate the construction of railways and electrification reform, increase the proportion of railway and water transport, and develop "highway, railway and water" multimodal transport, fundamentally reducing pollution emissions of mobile sources.
On development
Chen Fang, a member of the National Committee of CPPCC, chairman of Sichuan Federation of Industry and Commerce, and professor of the College of Life Sciences, suggested: Further strengthen transport and communication between provinces (cities) along the new land- sea corridor, and achieve "cooperation among west, south and east" cooperation and "land, sea, air" coordination.
In an interview with Sichuan Daily on March 4th, Prof. Chen Fang said that we should strengthen cooperation between "west, south and east" and "land, sea, air" coordination in order to promote the new development of the western region under the "Belt and Road" initiative.He noted thatpromoting the development of the western region and building a new development pattern of "dual circulation" are strategically superimposed and supportive of each other. To achieve the cooperation among the "west, south and east" and "land, sea and air" coordination, we must build a comprehensive strategic transportation pattern of "four ways and eight corridors" with mutual assistance between land and sea, smooth access from east to west and north-south connection.
On basic research
Feng Xiaoming, a member of the National Committee of CPPCC, academician of the Chinese Academy of Sciences and professor of the College of Chemistry, suggested: It is urgent to strengthen the original basic scientific research.
In an interview with cppcc.com, Feng Xiaoming noted that basic research is the source of the whole scientific system, the root of technological progress and economic development, and the cornerstone of a world scientific and technological power. He suggested that we should comprehensively strengthen the layout and investment in basic scientific research, give support to frontier fields and directions which have foundation, and continue to march into the breadth and depth of science and technology. Moreover, we should reinforce the support for the technology application and industrialization research of original research results, and transform original research results into original technologies.
On science and technology
Li Yanrong, a member of CPPCC National Committee and the president of Sichuan University, suggested that (China) set up more basic science centers in the west.
President Li Yanrong said in an interview with Sichuan Daily that he hoped that during the 14th five-year plan period, the state will build a number of distinctive basic science centers, large scientific facilities and basic talent training bases in the western region, especially in the Chengdu-Chongqing area as soon as possible when speaking of distinctive basic innovation centers in the western region and strengthening face-to-face academic exchanges in the post epidemic period. On the other hand, the western region has a good atmosphere for basic research. The laid-back culture and relaxed atmosphere of western cities such as Chengdu are good for young people to do scientific research. He also suggested that face-to-face academic exchanges should be restored as much as possible during the post epidemic period. Generally speaking, the most effective way of academic exchange is face-to-face discussion, debate and questioning. We can't take to online virtual communication, friendly and polite communication; neither can we engage in self isolated online scientific research.
