On February 26, SCU held the 2021 annual work arrangement meeting and the fourth teachers' congress/the fifth meeting of the third trade union congress on Wangjiang campus. The people attending the meeting included Chairman Wang Jianguo of the university council, President Li Yanrong, former presidents Lu Tiecheng and Yan Guise; Feng Xiaoming, academician of the Chinese Academy of Sciences, distinguished professors Cao Shunqing, Zhong Benhe, Zhan Shichuang and Huo Wei; scholar representatives of the Changjiang Scholars Program and the national outstanding young scholars program; members of the university Party committee and discipline inspection commission, all middle-level leading cadres, leaders of various democratic parties and united front organizations, deputies to people's congresses and CPPCC members at or above the city level, representatives and specially invited representatives of SCU’s "two congresses" attended the meeting. The conference has a main venue and six branch venues. The conference was presided over by the executive vice president Xu Weilin.
At the meeting, President Li Yanrong delivered the “University Work Report”. In the report, he comprehensively summarized the main work of the university in 2020, deployed the key work of the university in 2021, and explained the "Sichuan University ‘Fourteenth Five-year’ Development Plan”. Speaking of the “14th five-year” plan, he noted that the goal we set up is based on the goal of building China into a powerful country in higher education and the development of "two greatness" and "double first-class" status of the university in 2035. Specifically, the university will basically enter, by 2025, the ranks of world-class universities; a number of disciplines will take the lead in the world; and advantageous disciplines will enter the forefront of world-class universities. We will build a world class university with Chinese features and SCU style in western China. He also explained the core index system of the university with a group of figures, "1, 10, 100, 1000".
In his speech, Chairman Wang Jianguo summarized the outstanding achievements of the university in 2020 and expressed his heartfelt thanks to all the teachers, students, staff and alumni at home and abroad who have worked hard for the university’s reform and steady development. He further pointed out that SCU should first analyze and assess the situation when planning and promoting the development of the 14th five-year plan and the work in 2021. In particular, we should grasp the general trend at home and abroad from four aspects. First, from an international point of view, the great changes in the world that have not happened in a century will unfold more rapidly, and the international competition for talent and technology will be more intense. Second, from the domestic point of view, the country has entered a new stage of development. As an important issue of people's livelihood, higher education will be more focused on achieving self-reliance in science and technology, and colleges and universities will become the vanguard. Third, from the perspective of China's higher education, the high-quality development puts forward higher demand for education. Fourth, from the perspective of the university itself, SCU has made new achievements in recent years, but there are also weaknesses and shortcomings. The whole university should be aware that the next five-year period is the key.
A prep meeting of the “two congresses” was held prior to the meeting. Vice President Li Rongjun explained the preparations for the “two congresses”. The university’s Trade Union, the Administration Office, the Development and Planning Division and the Finance Department respectively explained the adoption of the agenda and the relevant materials of the "two congresses".
After the meeting, each delegation held a discussion. Chairman Wang Jianguo and President Li Yanrong went to the second, third, fourth, fifth, eighth and ninth delegation respectively. Other university leaders went to their respective delegation to listen to the discussion of the delegates and middle-level cadres. Everybody agreed that SCU did a good job in the pandemic prevention and control while keeping up with its development in 2020. The work has laid a solid foundation for the 14th five-year plan. In 2021, the university got off to a quick start and launched a series of major programs and key projects, and deployed the key work in six aspects, which delineated the direction for the development of SCU in the new period. Everyone believed that this meeting will better mobilize the faculty and staff, benchmark first-class universities and pursue excellence, speeding up the development of a world-class university with Chinese features and the style of Sichuan University.
