Recently, Professor Zhiqiang Xia of the SCU’s School of Public Administration(SPA) has written a long paper titled “On the Logical Transformation of the Modernization of State Governance”, discussing the historical process and basic route of the transformation of state governance from the power standard to the people's right standard in order to improve the effectiveness of state governance. The full text is 23,000 words, which was published at the beginning of Volume 5 of Social Sciences in China, 2020.
In light of the context of the modernization of China's state governance, the author holds that the modernization of state governance is the key issue in constructing a modern system that leads to modern life, which remains to be completed in continuous development of a modern country in essence. Therefore, we should establish a frame of reference in both horizontal and vertical dimensions to locate the situation of China's governance, analyze the ideal prospect and realistic approach of the modernization of state governance with an open vision and a rational spirit, and explore the core issues of the modernization of state governance so as to improve the governance efficiency.
Starting from the practical problems and objective needs, the modernization of national governance must stick to the principle of people as the center, establish the governance foundation with civil rights, gather the governance consensus through the rule of law and constitution, create governance power with cooperative actions and provide governance support with public virtues. Furthermore, (we should) establish and consolidate the basis for the effective modern governance, and improve the efficiency of state governance.
Professor Zhiqiang Xia has long been committed to the systematic research on the basic theory and academic hot spots of politics and public administration, and he has presided over dozens of projects including major projects of the National Social Science Foundation of China (SSFC). He has published dozens of papers in Social Sciences in China, Guangming Daily, China Administration and so on, and many of them have been reprinted in full by Xinhua Wenzhai, and the National People's Congress. "On the Logical Transformation of the Modernization of State Governance" is a periodical achievement of the major project "strategic key points and key links of the construction of service-oriented government" of the national governance system and the modernization of governance capacity of SSFC. The research team (main members include Jun Shi, Jinyun Guo, Rui Liu, Shangqing Lei, Zhao Tian, Yi Tan) has published over 10 important papers and one monograph. One of those papers was included in the “Achievements Report” of the National Social Science Foundation. Three research reports have got approved and adopted by the provincial and ministerial departments. The publication of this paper will play a positive role in deepening the theoretical research on state governance and enhancing the academic influence of this discipline.
