International Workshop of Water Disaster Mitigation and Water Environment Regulation Opens

Date:May 9, 2019

The International Workshop of Water Disaster Mitigation and Water Environment Regulation has convened in Wangjiang Hotel, Chengdu recently. This workshop is sponsored by State Key Laboratory of Hydraulics and Mountain River Engineering, Sichuan Univerisity;Overseas Expertise Introduction Project for Discipline Innovation ( “111 plan” in short ); Project BC2018038; National Science Fund for Distinguished Young Scholars and Flood Releasing, Energy Dissipation and Scour Protection of Hydropower Project ( 51625901 ).

A total of 48 experts and scholars from the United States, the United Kingdom, Canada, Australia and other countries and regions gathered to report on the two major issues of water disaster and water environment regulation. Pengzhi Lin, deputy director of the State Key Laboratory of Hydraulics and Mountain River Engineering, Sichuan Univerisity, opened the ceremony and delivered a speech. He warmly welcomed the experts and introduced the general situation of scientific research in Sichuan University and the State Key Laboratory of Hydraulics and Mountain River Engineering.

Professor Philip L. -F. Liu, fellow of the National Academy of Engineering and vice president of the National University of Singapore; Professor Christine Shoemaker, fellow of the National Academy of Engineering; Professor Joseph Lee, Academician of the Royal Academy of Engineering and vice president of the Hong Kong University of Science and Technology; Professor Gretchen Kalongi, dean of Institute for Disaster Management and Reconstruction, Sichuan University-the Hong Kong Polytechnic University; and Professor Xiaotao Cheng of Chinese Academy of Water Resources and Hydropower Sciences, who is director of Urban Water Management Committee, Chinese Academy of Water Resources Sciences and vice chairman of IAHR Flood Risk Management Committee introduced the application of proxy optimization algorithm of highly non-linear black box function in hydrodynamic and water quality model simulation for the earthquake of M 7.5 in Sulawesi Island, Indonesia on September 28, 2018, the construction of higher education network for water and disasters, and the problems and challenges facing China under the new situation of urbanization respectively.

Subsequently, Professor Rao Y. Surampalli, member of the European Academy of Sciences and Arts, foreign academician of the Russian Academy of Sciences, Chairman and CEO of the Institute for Global Energy, Environment and Sustainable Development, made a report and pointed out that some new pollutants could affect the endocrine system at very low concentration, calling for people to pay attention to the endocrine active substances in the environment. Professor James Ball, vice president of IAHR, introduced ARR ( Australian Rainfall and Runoff ) as Australia's Flood Estimation Guidelines, and pointed out that with a better understanding of rainfall-runoff processes, it is imperative to compile a new version of the guidelines. Professor Defu Liu, President of Hubei University of Technology, executive director of China Water Conservancy Society, and deputy director of Hubei Water Conservancy Society and Hydropower Engineering Society, introduced new theories and methods. He proposed that algae blooms could be accurately predicted by using this method, which provided a new direction for multi-objective optimal operation of cascade reservoirs in the upper reaches of the Yangtze River.

Finally, Director Jianmin Zhang of the State Key Laboratory of Hydraulics, made a speech at the closing ceremony to conclude the International Workshop of Water Disaster Mitigation and Water Environment Regulation.
