In order to galvanize forces, promote further the deep fusion of the faculty, staff, the university trade union work and the university primary work, and reinforce the senses of responsibility and mission in all faculty and staff, SCU conducted its 2019 Work Planning Conference, the Faculty and Staff Congress and the SCU Trade Union Congress on February 22nd at the beginning of a new semester. Among those who attended the meetings were the university administrators, academicians, distinguished professors, main leaders of individual colleges, schools and departments, primary leaders of different democratic parties and the Overseas Chinese Federation, faculty and staff representatives, trade union representatives, special representatives and invited guests. A total of 650 people took part in the conferences. Chairman Jianguo Wang of the University Council presided over the opening ceremony.
At the opening ceremony, President Yanrong Li made a report on behalf of the university. He pointed out that with the concerted efforts of the faculty and staff, Sichuan University focused on four major events in 2018. First, the construction of a world-class university with Chinese characteristics and Sichuan University style has started out on a new journey. Second, the practice of first-class undergraduate education in Sichuan University has achieved a new leap forward. Thirdly, the cooperation between Sichuan Province, the city of Chengdu and Sichuan University has entered a new chapter. Fourthly, the 40th anniversary of reform and opening-up was celebrated with practical actions. Meanwhile, the university has made important progress in seven aspects: personnel training, teachers team, disciplines and scientific research, social services, international exchanges and cooperation, supporting conditions for running schools, and Party construction.
In 2019, the task of university construction and development is more arduous. We should promote three key tasks in an all-round way. First, we should thoroughly study and implement Xi Jinping's socialist thought with Chinese characteristics in the new era and the spirit of the Nineteenth National Congress, and do a good job in celebrating the 70th anniversary of the founding of New China. Second, we should speed up the construction of a world-class university and strive to enhance SCU core competitiveness. Thirdly, we should deepen the reform of management system and mechanism and accelerate the construction of an efficient operation mechanism of a first-class university. At the same time, we should implement six important tasks:the first task is to build an "upgraded version" of undergraduate education in Sichuan University, to train socialist builders and successors with all-round development of morality, intelligence, physical fitness, beauty and labor, and the second is to intensify the implementation of the strategy of strengthening SCU by talents and build a first-class teaching staff. Thirdly, we should further expand open education and deepen high-end international exchanges and cooperation. Fourthly, we should improve the mechanism of medical and educational cooperation, vigorously promoting West China Medicine to become a top-ranking medical science. Fifthly, we should serve teachers and students with sincerity, and do good work for teachers and students wholeheartedly. Sixthly, we should strengthen the Party building in SCU in an all-round way to ensure the sustainable harmony and stability on campus.
In addition, President Yanrong Li reiterated the development of the university in 2019. He pointed out that this year we are confronted with the same opportunities and major contradictions. In these two years, it is obvious that we should strive to rank the top 10 in the top three to five A + disciplines and five core competitiveness. He said that the goals, paths and measures we had analyzed at the two conferences in the first and second half of last year were correct and had achieved initial results. As long as we persist and deepen for 3-5 years, Sichuan University will present a new situation. Specifically speaking, this year's career development involves two things: one is to promote the work around the five core elements of first-class universities; the other is to continue to deepen the reform of the two-level management system, the optimization and adjustment of disciplines and specialties, the mechanism of medical system and the efficient operation mechanism of large-scale comprehensive universities. Six things should be done well: first, to solve the real problem of interdisciplinary integration with "medicine +" and "information +"; second, to build an upgraded version of Sichuan University's undergraduate education; third, to strengthen the training of talents at the university and the hiring of talents from outside; fourth, to start three projects cooperating with Chengdu as soon as possible; fifth, we should pay more attention to building more houses in order to improve teaching and research rooms, school rooms and students' living conditions. Sixthly, we should strengthen the spirit and atmosphere of pursuing the first-class.He concluded by saying that no matter you are now on the road or on the path, there is only a way out if you work hard. Whether you are upstream or downstream, you can only be first-class if you are at the front. It is hoped that under the correct leadership of the Party Committee of the university, the faculty and staff will further gather consensus and strength to welcome the 70th anniversary of the founding of New China with outstanding achievements.
After a concise summary of SCU achievements in 2018, Chairman Jianguo Wang analyzed the new situation of development in 2019. He has made requirements to do the work well in 2019, expecting all to carry out their responsibilities and fulfill their duties in accelerating the development of the university. He indicated that the university continued to deepen its reform throughout 2018 and every undertaking exhibited a good development situation. Remarkable achievements had been made in the university. He attributed these achievements to the hard work and innovations of the representatives of the “Two Congresses”, the trade union staff, the university cadres at all levels and the rank and file faculty and staff. In 2019, the development of SCU faces more complex and severe domestic and foreign situations. The Party building and ideological and political work in the university are facing many new situations, new problems and new challenges.At the same time, 2019 is also the first mid-term evaluation year of "double-first-class" construction. Competition among colleges and universities is becoming increasingly fierce. The task of "double-first-class" construction is more urgent. If you go against the current, you will go backwards. Slow progress is also like going backwards.
All faculty members should raise their ideological awareness in an all-round way, adhere to the general tone of steady progress, and adhere to deepening reform, expanding high-level opening-up. They should also broaden their working ideas and intensify their efforts, do well in all aspects of work in 2019 with high morale, and comprehensively accelerate the university’s construction of "double first-class" status. He stressed that the key to fulfilling the arduous tasks of the university reform, development and stability in 2019 is to "implement". We should be realistic, practical, and effective in our work. We should firmly oppose formalism and bureaucracy, and enhance the sense of responsibility in order to make innovations and breakthroughs in our work in the new year. He hoped that the rank and file Party members, cadres and faculty members in the university would do their duty, work with one heart and one mind, continue to strive, and earnestly carry out the objectives and tasks of this year. All faculty and staff should vigorously accelerate the "two greatness" of the university, and achieve better results on the occasion of the 70th anniversary of the founding of New China. Before the opening meeting, the university also held a preparatory meeting for the "Two Congresses". Ms. Ping Cao, vice chairman of the university council and president of SCU Trade Union, made a report on the preparations for the "Two Congress". The meeting commended the outstanding proposals and advanced units for handling the proposals of the "Two Congress" in 2018. After the opening meeting, delegations held a group discussion.
